Mayor of Goulburn, in the NSW Southern Tablelands, said residents are "alarmed" after a person with COVID-19 visited.
Bob Kirk told Today they are awaiting results of a number of tests after the person went to a hospital building site from Sydney.
"It is alarming for everybody, and regional Australia, absolutely, has been a safe haven up until recent - or, this event here in our case," Cr Kirk said.
"But it could happen anywhere because under the current stay-at-home rules people are able to travel where they have legitimate work and so that opens up most of accessible regional NSW to such possibilities."
Essential workers going from Sydney to regional NSW now have to have a COVID-19 test every week.
However, Mr Kirk said there is no clear definition of what's essential.
"It's probably essential for the hip pocket to be able to travel and work and put bread and butter on one's table, I understand that, but given the situation, perhaps there would be more limitations on it," he said.
