Health Minister Rachel Stephen-Smith said 24 of the 38 new locally acquired cases of COVID-19 had been linked to current outbreaks, while 14 were under investigation.
At least 16 of the cases were not isolating while infectious.
There are 342 active cases of the virus in the ACT, with 14 in hospital, including five in intensive care.
"The health directions are in place for a reason," she said.
"Please don't use this public holiday weekend or the NRL Grand Final as an excuse to gather together in larger groups."
The health minister said that perfectly legal small gatherings had led to the virus spreading.
"Don't think that this cannot happen to you," she said.
"Please, please abide by the public health directions."
"We really encourage people to think twice - three times - before they have a grand final party.
"You are putting yourself at risk, you are putting your family at risk and you are putting your friends at risk."
ACT Chief Health Officer Dr Kerry Coleman warned fully vaccinated residents could still pass on the virus and needed to be just as vigilant about lockdown restrictions as the unvaccinated.
Across the territory, more than 100 healthcare workers are in quarantine as a result of exposures at hospitals.
A total of 96.2 per cent of eligible ACT residents have received their first dose of a COVID-19 vaccine, while 63.9 per cent are fully vaccinated.
