Victoria has recorded 1656 new local COVID-19 cases and further 10 deaths as another round of restrictions are set to be eased tonight.

It's expected the 80 per cent double dose target will be hit at some point between today and the weekend, however, a further relaxing of restrictions will occur from 6pm tonight.

Although a jump in case numbers was recorded yesterday, with 1923 new infections and 25 deaths, authorities are confident of a safe return to a COVID-normal life.

Victorian Premier Daniel Andrews said the state was still on track to further open up, touting Friday as a "massive day".

"It is a really significant step," Mr said.

Former Australian Medical Association (AMA) President Dr Tony Bartone said that "it's an enormous achievement" for Victorians to get to this stage in the vaccine rollout.

"To get that percentage of double-vaccinations so quickly after what we looked like stumbling through at some stages in recent months ... (it's an) enormous effort, we have got there," he said on Today.

Dr Bartone said it was important to remember that the state is not out of the woods yet.

"Unfortunately we have to remember that that's been a massive surge in vaccination numbers in especially the last few weeks," he said.

"And when you remember that it takes 14 to 20-days to get that protection from your various vaccinations, and in particular, the second one.

"So, if you - even though the double-vax has been ramping up especially in the last few weeks, that protection level is still building."

What restrictions are changing in Victoria?

From 6pm tonight, regional Victoria and metropolitan Melbourne will be reunited as movement restrictions between the two is scrapped.

Most indoor settings, including restaurants, pubs, gyms and hairdressers will open with capacity subject to a limit of one person for every four square metres, if all staff and patrons are fully vaccinated.

Customers won't be required to show their vaccination status to shop, while businesses won't need to do any vaccine checks until the end of next month.

Employees will be required to have at least one jab by today and be double-vaccinated by today and be double-vaccinated by November 26.
