Supermarkets are on notice to ensure shoppers use check-in codes and wear face masks to curb the spread of COVID-19.

NSW Police Minister David Elliott says all businesses must "comply with the rules".

"The health orders are clear, you've got an obligation to be reasonable when it comes to making sure people comply," Mr Elliott told Today.

"When you consider that the vast majority of businesses that have been put on the list of exposed sites being supermarkets, it's no wonder we have been overwhelmed with complaints through Crime Stoppers of shops and businesses doing the wrong thing."

But some staff have already reported being assaulted by customers who refuse to wear a mask or check-in.

"If you believe your staff would be at risk, then spend the extra money and get security personnel put on the door," Me Elliott said.

"Supermarkets are no different to every other business.

"How are we supposed to contact those people that attended that supermarket (if there is a positive case) unless we have the tracing?"

"We're not doing it to dish out penalties, we are not doing it to scare people."
