Premier Daniel Andrews has announced major new freedoms for Melburnians as part of the state's vaccinated economy trials, including the return of 10,000 patrons at this year's Melbourne Cup.

Victoria Premier Daniel Andrews announces the return of major Melbourne events after the state recorded 1,890 new COVID-19 cases and five deaths. 

More than 74,000 test results were received in the 24 hours up to 8pm on Saturday, while case numbers are slightly down from the previous day.

Victoria recorded 1,965 infections on Saturday which marked a new national record for a daily case increase since the start of the pandemic.

Mr Andrews announced updates to the state's vaccinated economy trials including the 15 venues in six regional LGAs which will first host higher capacity and density limits.

The Premier said there would be "headline trials" in Melbourne following the regional pilot program.

"They are a really important signal about what the next few months holds for all of us and that is we are going to normalise the virus, move through this difficult gateway and open up and be back doing what we do best and that is big events and all, the things that absolutely define us," Mr Andrews said.

"The food and wine, major events, all of those things are critical to our identity, whether it's a live music or horse racing and everything in between, these are the sorts of things that are critical to our identity, to thousands and tens of thousands of jobs."

As part of the new trials, live music will return at an event slated for Saturday October 30 at the Sidney Myer Music Bowl with "several thousand" fully vaccinated people expected to be allowed to attend.

"That's incredibly important for them and for the live music scene. We are the live music capital of our nation that hasn't very tough," Mr Andrews said.

The Premier also announced the return of fans to the Melbourne Cup, with 10,000 patrons expected to attend the 'race that stops the nation'.

"The Melbourne Cup crowd is a guarantee crowd, part of the trial, we hope we would have that by that stage passed double dosed 80 per cent and we can confirm that last two events of the Melbourne Cup carnival, Oaks Day and Stakes Day, will also have a crowd of up to 10,000 people," he said.

"It is is all about those sorts of events being back; us as a state and economy and community being open and us having done everything we can now to fight against this virus, having stuck together, having looked out for each other, having got vaccinated, is the most important part.

"These are just a few announcements today and there will be many more in terms metropolitan Melbourne trials. That'll be a really important day for every single Victorian and send a message to the rest of the country and the world about the fact that we are open, more opening to do still beyond that but our road map is absolutely our way through this."

While fully vaccinated patrons will be allowed to go to the Cup even if the state has not hit 80 per cent double dose, Victoria's phase B rules will still apply meaning only fans who live within 25km of Flemington Race Course can attend.

There will still be restrictions on race-goers for the three major meets, with fans expected to be spread across five different zones with allocated seats for food and drink.

Victoria Industry Support and Recovery Minister Martin Pakula also announced the regional venues for the 70 per cent vaccinated economy trials.

Mr Pakula said the trials will "confirm the best processes" for establishing vaccination status and will prepare authorities for a state-wide rollout of the system.

"They’ll will help us to identify the training needs of staff, the best support that we can provide for business owners and how we best communicate those vaccination requirements," he said.

As New South Wales prepares to open up on Monday, Victoria's vaccine rollout continues to surge with 39,861 doses administered on Saturday as the state's single dose rate surpasses 86 per cent.

More than 58 per cent of Victoria's eligible population is now fully vaccinated.

Mr Andrews said health authorities expected the double dose rate to "accelerate" while the single dose vaccination rate is expected to slow.

"We only have a couple of weeks to go. We only have a couple of weeks before we will be able to get to the 70 per cent mark and before we will be able to really get to the 

process of opening up in earnest," the Premier said on Sunday.

"With greater freedom and by the time we get to 80 per cent only a little, a few days after that, that's when we can really get back to something that looks and feels and is much more like normal.

"We will then take further steady steps along the way after that but getting vaccinated, either first dose or bringing your second dose appointment forward or just turning up for your second dose appointment between now and whenever it falls due, is critically important."
