The Health Minister warned Victorians who choose not to get vaccinated against coronavirus will not be able to enjoy summer this year as freedoms will only be granted to those who are double dosed.

Health Minister Martin Foley has warned unvaccinated Victorians will miss out on extra freedoms this summer as the state government launches a campaign to remind residents that vaccines are the "ticket" out of lockdown.

“With Victoria preparing to open in time for summer, based on our implementation of the national plan for reopening, we’ll also be launching today a new campaign to remind everyone that your vaccination is your ticket,” he told his press conference on Monday.

"As we announced as part of the Victorian roadmap to deliver the National Plan and to protect the community and the health system, we know that the safest way to do that is to apply those measures to Victorians who are vaccinated.

"So if you are not vaccinated, these freedoms will not apply in the same way as they will to those Victorians who are vaccinated."

The new campaign - to run on TV, radio, print and online - will highlight the sentiment of recreational activities residents want to get back to doing after a 20-month battle with COVID-19 lockdowns and outbreaks.

Mr Foley said eating at a restaurant, watching/playing sport, travelling, going to work and "most importantly" reconnecting with family and friends were just some of the daily rituals that have been missed.

He stressed all Victorians who remain unprotected should come forward for a COVID-19 vaccination as they are at a higher risk of catching coronavirus, transmitting the disease to loved ones and potentially losing their life.

His warning comes as he announced the Pfizer and Moderna mRNA vaccination program will be expanded to Victorians of all ages with vaccine supply "increasing assured".

"Extraordinary" uptake from the 12 to 16-year-old age group has allowed the government and health officials to offer the jab to those aged 60 and over," he said.

"Today we can just confirm Moderna and Pfizer, will be available to people of any age through our state run vaccination centres," Mr Foley said.

The Health Minister said it was "time to throw open the doors of all our clinics" to help the state push towards the double-dose targets of 70 and 80 per cent.

Victorians over the age of 60 - who were limited to only the AstraZeneca jab - can now make an appointment for either Pfizer or Moderna from Monday.

Mr Foley stressed those who remain unprotected with a coronavirus jab should come forward as soon as they can to drive down transmission and hospitalisation figures ahead of a planned reopening later this month.

The Department of Health announced on Victoria recorded 1,612 new COVID-19 cases and eight deaths in the 24 hours to midnight on Monday.

The state is sitting at 86 per cent of its eligible population aged 16 and over with one dose of a coronavirus vaccine and close to 60 per cent are fully vaccinated.
