The Melbourne suburbs of Kensington and Flemington could be placed under lockdown after recording the highest rise in coronavirus infections over the past week.
The two share the postcode of 3031.
Victorian Opposition Leader Michael O'Brien has slammed the Premier's handling of the coronavirus situation, describing the situation as "a complete mess".
In an interview with Nine's Today, Mr O'Brien said the current surge in coronavirus cases should never have happened.
"We really are the embarrassing uncle at the family dinner in Victoria," he said.
"Other states are making jokes about us. It is not where we need to be. It is not where we should be."
"My concern is why are we in this situation here in Victoria when the rest of the country isn't?"
"Clearly we have had massive issues with hotel quarantine stuff-ups to be honest."
"I feel very sorry for those 10 postcodes that are now locked down. Families that can't see each other, people who can't go to work not because of anything they have done but because the government has made a complete mess of this."
Mr O'Brien called on the Premier to provide more transparency around the hotel quarantine bungle, saying the people of Victoria deserve better.
"Victorians deserve answers. In fact, Victorians deserve an apology for what has gone wrong here."
"I don't expect the government to be perfect but I expect them to be honest, I expect them to be competent and the evidence is they failed both those tests."
Mr O'Brien said the Premier's decision to use private contractors to handle the hotel quarantine procedures was "bad decision making".
"What the government should have done, of course, is accept the offer of help from the ADF."
"While Daniel Andrews decided to go down the path of unqualified private security guards beats me but he is ultimately responsible for what has happened as a result, which is a second wave of lockdowns."
Should Victoria enforce mandatory testing?
"There is no conspiracy. This thing is not made up. People are dying all around the world. You can see it on your TV screens. We don't want the same thing to happen here in Australia," he said.
"My advice is anybody who is asked to take a test, please take a test. You are protecting yourself and you are protecting yourself and you are protecting your family and your community."
Mr O'Brien said if the Chief Health Officer was to support mandatory testing, the state's government should consider such measures.
"We need to crack down on these things straightaway so we can get the economy safely reopened."
