"This presents a low clinical risk of cross-contamination and blood borne viruses – Hepatitis B and C, and HIV."

It is not believed the needles used in these finger prick tested were used multiple times, but the cartridges were.

Adjunct Professor at the Kirby Institute for Infection and Immunity at University of NSW, Bill Bowtell told Today Safer Care Victoria needs to get to the bottom of what happened as soon as possible, as a low transmission risk "is not zero".

"It's very concerning if any equipment used to test blood is re-used," Mr Bowtell told Today.

And President of the Australian Medical Association (AMA), Dr Omar Khorshid, told Today the incident was another blunder in the flawed hotel quarantine program.

"It is yet more evidence of failure of that system," Dr Khorshid said.

He said the incident had lessons for the rest of the country.

"I think the rest of the country needs to be watching very closely too to make sure that the rest of our systems are just better and that we don't see another repeat of this terrible event."

Shadow Minister for Government Services Bill Shorten told Today he was concerned for the affected hotel guests.

"It must be really stressful and worrying for the people who have gone through this, " Mr Shorten, Shadow Minister for Government Services, said.

"I hope that they can get the tests results back as quick as possible.

"This pin-prick test issue is a timely reminder not we only do we have new viruses like COVID to deal with, we have to keep our guard up against the old nasties we know about."

Victoria's hotel quarantine inquiry will hold an "extraordinary sitting" today, according to its official website.

There will be no witnesses but inquiry chair Jennifer Coate is expected to address new information that's come to light in regards to the Chief Health Officer.

Brett Sutton has said under oath that he wasn't aware private security guards were being used at the hotel quarantine until the outbreak at the Rydges in May.

But emails have since emerged contradicting that evidence that were not previously disclosed to the inquiry.
