We're continuing our rolling coverage as we reach what appears to be the tail end of the Shepparton outbreak - we hope.

UPDATE, 12pm: "Pretty good signs" from Shepparton, but no announcements.

Mental Health minister James Merlino has no announcements to make regarding Greater Shepparton being freed from lockdown.

The minister acknowledged some good signs from our area, but could not indicate as to when lockdown is likely to end.

"I don't have announcements to make on Shepparton but as we've indicated, when we announced the easing in regional Victoria, we are hopeful Shepparton won't be far behind," he said.

"And pretty good signs out of Shepparton but no announcements to make."

UPDATE, 11.50am: When was the last case in Shepparton?

For those wondering, the last time a COVID-19 case was found in Greater Shepparton seems to have been Friday, meaning no cases have been found in the last three days.

If only one of our dear metropolitan journalist colleagues would ask about Shepparton and when our lockdown will end at this press conference!!!!

UPDATE, 11.40am: Man in 20s died at home, was diagnosed in post-mortem.

In tragic and alarming news, the man in his 20s who died with COVID-19 died at home, and was only diagnosed with the virus after his death - per health department's Kate Matson.

"The death of the gentleman in his 20s is extraordinarily sad. And we do pass on our sympathies to his loved ones," she said.

"We have very little information with respect to that gentleman. Unfortunately, we are aware he died of COVID during to post-mortem analysis. He wasn't a case we were aware of.

"We're getting information from the coroner ongoing to try to provide support to this family."

UPDATE, 11.30am: No cases in Shepparton.

Kate Matson from the health department is speaking now, and says, again, no cases have been found in Shepparton.

Of three cases in regional Victoria, they were recorded in Ballarat, the Mitchell Shire and a V/Line driver who resides on the Surf Coast.

UPDATE, 11.25am: Victorian government announces mental health support package.

Mental Health Minister James Merlino has just announced $22.1 million of mental health support, including $13.3 million to establish 20 pop-up community mental health services.

He says eight will be in regional Victoria, and they will be progressively running from the end of September.

"There will be a 1300 hotline number and a dedicated website and we'll have details of that over the coming days, but this $13.3 million investment, 20 pop-up clinics in metropolitan Melbourne and regional Victoria will deliver 90 clinicians and 93000 hours of care," he said.

"Counselling, wellbeing checks, referrals in the community, supporting many, many thousands of Victorians and reducing the impact on our emergency departments as we continue to tackle the impact of the pandemic.

"Importantly, this is a free service and it will be open for all."

Mr Merlino noted the mental health system was "broken", with its limits even further tested by the COVID-19 pandemic.

"We know throughout this pandemic over the last 19 months, some Victorians have been really struggling, whether that's through isolation, whether it's financial stress, whether it's illness and indeed loss of life or lot of a loved one -- loss of a loved one, via COVID, this has been an incredibly difficult, unprecedented time, and many Victorians are struggling with their mental health and wellbeing," he said.

"This has been exacerbated by a mental health system that we know is broken. We had our nation's first and only royal commission into mental health."

UPDATE, 11.20am: Victorian media conference is go.

Mental Health Minister James Merlino says the two Victorians who died with COVID-19 yesterday were a man in his 20s from Hume, and a Woman in her 80s from Brimbank.

85 per cent of all 3799 active cases are aged under 16, including 563 cases aged nine or less and 647 aged from 10 to 19.

Of 158 Victorians currently in hospital, 91 per cent were not vaccinated, while just one patient was fully-vaccinated.

In better news, Mr Merlino said 67.5 per cent of Victorians aged 16+ or more have now had at least one shot of vaccine.

UPDATE, 11am: More bad news from NSW.

Another two New South Wales residents have died with COVID-19,  Dr Jeremy McAnulty from New South Wales Health has told media.

Case numbers did decrease, again, down to 1127 cases.

In Victoria, we are set to hear from Mental Health Minister James Merlino, youth mental health expert Pat McGorry and Kate Matson from the health department at 11.15am.

UPDATE, 10.45am: Guardian poll shows majority back vaccination mandate in various circumstances.

Per The Guardian's Essential poll, a majority of Australians support a mandatory vaccine in a number of public spaces.

The poll of 1100 people shows the majority back vaccinations as a condition of entry for live sport (69 per cent), hospitality and entertainment venues (68 per cent) and for workplaces (62 per cent).

It also found just 26 per cent understand and approve Australia's four-step reopening plan to be triggered at 70 and 80 per cent vaccination rates.

UPDATE, 10.30am: GV Health says Melburnians have been attending for vaccines.

Goulburn Valley Health says it has seen people from metropolitan Melbourne attending Shepparton's vaccination hubs - and it's urging people not to do that.

In a Facebook post, the local health authority said it was only allocated vaccine doses for residents in the local public health unit catchment, meaning travelling from Melbourne to get a vaccine puts the local community at risk.

It is also, as the post notes, in breach of current directions regarding people from metropolitan Melbourne travelling to the regions.

UPDATE, 10.10am: Pet grooming is back!

According to the big man Premier Daniel Andrews, pet grooming is back in business.

That's great news for all our furry friends who need a trim after a fair period of lockdown!

UPDATE, 9.40am: Glitch sees Indigenous vaccination rates lower than reported.

The ABC is reporting a software glitch had led to an over-reporting of the Indigenous vaccination rate in Victoria.

In an article by political reporters Jade Macmillan and Stephanie Borys, it is reported correcting the glitch meant the rate dropped from more then 60 per cent of Indigenous people having had their first dose of vaccine down to 45 per cent.

They say if users ticked neither the 'Indigenous' or 'non-Indigenous' boxes when booking a vaccine, the software would default to 'Indigenous', leading to the inflated figure.

UPDATE, 9.20am: Two Victorians die with COVID-19.

Tragically, another two Victorians have died with COVID-19, taking the death toll from our latest outbreak to six.

The state recorded another 445 cases yesterday, slightly down from the previous day's figure of 473.

Just 129 of those cases have been linked to previous outbreaks.

36615 vaccine doses were administered yesterday, taking the state's overall tally past 2.9 million.

UPDATE, 7.55 am: New regional exposure sites added, including Seymour

The Victorian Department of Health added several new exposure sites last night, including some in regional Victoria. 

Seymour Shopping Centre Kmart was a Tier 2 exposure site between 2.40pm and 3.40pm on September 12 - although it's initially been listed under "Seymore" - while the post office in Bradford and the Coles and Woolworths in Kilmore have both also been added at Tier 2 sites. 

Another case in the VLine workforce was also discovered last night, meaning nearly all trains aside from the Seymour lines will be replaced by busses across the state. VLine is recommending you add at least 90 minutes to your planned journey time if you have to head to Melbourne for work. 

UPDATE: 7.30 am: Vaccination rates climbing, active case numbers dipping

We want vaccination rates to go up and active cases to go down and yesterday, that's what we got. 

Yesterday, Victoria recorded 473 new cases of coronavirus, while NSW recorded 1257 cases and seven new deaths. 

Shepparton recorded ZERO new cases for the third day running, and there were just 42 active cases in the city yesterday, with more expected to drop off today. 

There was no news on if or when Shepparton would re-join the rest of regional Victoria out of lockdown. We're not sure if that news will be coming today or if we have to wait another day to find out what's planned for the city. 

However, we did get news on vaccination rates, and they're very good.

We had 4938 vaccination doses given out at the McIntosh Centre and 9107 across the Goulburn Valley. The jabs pushed out first dose vaccination rate to 64.4 per cent, with 36.8 per cent double dosed.
