The NSW Premier Gladys Berejiklian has rejected suggestions Dr Kerry Chant had wanted the state to reopen once double vaccination rates reached 80-85 per cent, and not the 70 per cent announced yesterday.

"I listen to the health advice every day and what we need to do is always weigh up that health advice with public policy and I would never do anything where the health experts completely objected to anything or did not think was safe," Ms Berejiklian told Today.

"All along this journey it has always been balancing the health risks with mental health, and our ability to move freely and live with COVID. We are definitely in a transition phase. It is going to be challenging. But a road that all states will have to take, whether you like it or not."

The government was now working on a plan behind the scenes at what life in the state will look like at 80 per cent double vaccinations.

"Look, there is definitely further things we can do at 80 per cent or 85 per cent which you can't do at 70," she said.

"This is just our way of managing how we live with COVID and the inevitability that Australia will come to terms with, every state is going to have to go through this.

"What we have done is completely based on health advice."
